Towards a Euro-Mediterranean Energy Community


Unlike other economic sectors, most countries south of the Mediterranean possess natural resources, energy potential and technical expertise, giving them the potential to take part in a broad range of regional projects with long-term benefits. However, the significant regional energy challenges call for a redefinition of the framework of commercial exchanges in this area. An energy partnership between the two sides of the Mediterranean appears increasingly evident. It was in this spirit that a project emerged to create a Euro-Mediterranean Energy Community.

No shared regional vision currently exists on the decisions and strategy to adopt regarding energy consumption and supply. Each country defines its energy policy without properly consulting neigbouring countries or the surrounding region.

The energy mix choices of different Mediterranean countries are therefore not always coherent, and the lack of a common vision in terms of supply and demand does not encourage countries to make the most economically viable or sustainable choices.

Northern countries need greater mobilization to share a regional Euro-Mediterranean vision of energy management with Southern countries and encourage them to break free from a rent-based economy. The current social, environmental and economic preoccupations in the Mediterranean mean that the different energy industry markets need to organize themselves regionally.

The objective of the study “Towards a Euro-Mediterranean energy Community” is to make a first diagnosis of regional countries’ energy strategies with the aim of identifying common regional strategies. Synergy and common action at regional and sub-regional levels could be achieved between Mediterranean countries (i.e. coordinated production targets, development of transport networks, common financing of projects and infrastructure, technological exchanges, etc.)  

Based on the initial findings of the study, and taking into account the work of the European Neighbourhood Partnership Instrument (Med-Emip, Med-Reg II, Med-Enec II, EAMGM II) as well as experience of joint management of coal and steel by the European Coal and Steel Community - the framework of a future Euro-Mediterranean Energy Community (EMEC) could be proposed.

He is director of IUT Mantes en Yvelines, Versailles University, director of the Master’s degree in economic analysis and risk analysis (AEGR), president of the Université Méditerranéenne d’Eté (Meditep), vice president of the euromed risk management association, an elected member of the UVSQ science committee, a member of the science committee at LEF (Francophone Energy Institute), and a founding member of  the association Global Chance.
