Survey - “Circular Economy in the Mediterranean” (IPEMED/ADEME study)

1 - Context:
Considering the numerous challenges faced by Mediterranean countries, the French Agency for Environment and Energy Management (ADEME), as a member of the Mediterranean Association of the National Agencies for Energy Conservation (MEDENER), formed a partnership with the World Mediterranean Economic Foresight Institute (IPEMED) in 2014. This collaboration aims to promote energy efficiency and the development of renewable energies as pillars of energy transition in the Mediterranean region.

In this regard, a study has been led by Pr. Soudi, IPEMED’s associate expert, on the opportunities linked to a paradigm shift towards the adoption of the so-called “circular economy” approach in waste management matters in the Mediterranean region. In order to launch a debate on the first results of the dedicated report, especially as regards the potential of energy and agricultural recovery from solid waste in Morocco, in Tunisia, Algeria, Egypt and Turkey, IPEMED/ADEME Working Group met on 13 May in Paris.

2 - Approach and methodology of the study:
- Exploratory nature of the research:
          - 5 pilot countries;
          - Literature review;
          - Assessment of the potential of energy and agricultural recovery from solid waste in the Mediterranean (hazardous waste excluded) on the basis of parcel data.
- Comprehensive approach:
          - Focus on social and economic opportunities (job and market creation) linked to a better management and treatment of waste;
          - Inclusion of the upstream and downstream segments and actors of waste sector at the different scales (local, territorial, regional, etc.

3 - Aims and expected results:
This public survey aims to enhance ADEME/IPEMED’s study from additional quantitative and qualitative elements. Our pragmatic and participative approach tries to participate in the diffusion and appropriation of the challenges about sustainable development in Mediterranean territories. All stakeholders are welcome to reply to the questionnaire: local and regional representatives, civil society (private sector included), institutional representatives, etc.

The results of this consultation could increase synergies between local, national and regional initiatives by putting emphasis on “good practices”.

4 - Guidelines:
This survey is carried out via the questionnaire below.

Answers must be sent before 12 July, 2015.

Key contact: Kelly ROBIN, Project Officer, IPEMED

A list of people consulted would be included in the report unless otherwise stated.

For those who would like to fulfill the questionnaire, feel free to share extra-documents, key-numbers or examples to underline your comments.
